Nancy Williams-Frank LCSW-R Named Commissioner of Social Services


BINGHAMTON, NY – Broome County Executive Jason Garnar is pleased to announce the appointment of Nancy Williams-Frank LCSW-R to serve as the Commissioner of Social Services in Broome County.  She will also serve as the Commissioner of Mental Health. Frank will begin October 16th.

“We want a DSS Commissioner that will make the department more accountable to taxpayers, collaborates with our community partners to protect our children and seniors, and someone who will work hard every day to find ways to support welfare to work initiatives. Nancy will do all of this and much more,” said Garnar.

Frank is currently a Regional Project Manager with Care Compass Network, which makes up over 180 organizations whose mission is to reduce Medicaid expenses through better coordination of health care. Frank also has seven years of administrative experience as the Director of Youth and Family Services at Lourdes Hospital and eight years as the Manager of Medical Social Work at United Health Services.

“Nancy has an established track record of success and tremendous accomplishments,” said Garnar. “Her thirty years in community based programs gives her a wealth of knowledge in the field of human services that is needed to run a multi-million dollar department that employs hundreds of staff.”

Frank has an extensive history of community involvement, including terms on the Board of Directors of The Broome County KYDS Coalition, Safe and Healthy Schools Initiative, Tioga County United Way, Broome County Family Violence Prevention Coalition, Broome County Coordinated Children Services Initiative, Broome County Professional Advisory Committee and the Rural Health Network of South Central New York. Additionally, she has served as an Adjunct Professor of Social Work at Binghamton University.

“I’m excited to join Jason’s administrative team and look forward to working with our employees and our community organizations to deliver the services people need as efficiently as possible”, said Frank.

Frank replaces Art Johnson, who retired in April. Deputy Commissioner Don Bowersox served as acting commissioner in the interim during the search process.

“Don Bowersox did an outstanding job as acting Commissioner and I want to thank him for all of his great work over the past four months,” said Garnar.
