County Officials Discuss Action at Tuscarora Mobile Home Park


(BINGHAMTON, NY) Over the course of several years, Broome County has received several complaints about the Tuscarora Mobile Home Park located at 880 State Line Road in Windsor.

These complaints include, but are not limited to, violations of improper sewage system and public water supply for the 50-70 residents of the mobile home park.

The Broome County Health Department has taken extensive steps to correct these violations and work with the park’s owner. The owner is currently operating the mobile home park without a permit.

On July 22, 2017, the Broome County Health Department was informed that the owner shut down the park’s public water system.

After being notified of the water shutoff, the Health Department worked with the County Office of Emergency Services in conjunction with the State Office of Emergency Services as well as the Town and Village of Windsor to get a mobile water system (water buffalo) to residents who now have access to water for drinking and personal hygiene.

Caseworkers from the Broome County Department of Social Services have been on-site at the mobile home park taking applications for Temporary Assistance. In addition, staff members are speaking to tenants about plans for relocation.


Broome County is currently seeking legal action against the owner to request the closing of the mobile home park.
